What is happening is your monitor screen resolution settings are not the same as the web page was designed for. The web page is designed to be viewed with a monitor screen resolution of 1280 x 1024. You can see what your screen resolution is at the very top of the web page. It says "This page is designed to be viewed with Internet Explorer and a screen resolution of 1280 x 1024 . Your screen resolution is [your setting] x [your setting]."This is your actual monitor screen settings;
We look at our visitor’s monitor resolution settings to see what is the most commonly used screen resolutions and we build our webpage using the average of these settings by adjusting our computer screen resolution to meet the requirements. If we produce a web page using the lowest monitor screen resolution setting, then the web page will be within the users monitor screen resolution that is set to a low resolution without scrolling page but someone who has a high screen resolution will see a very small webpage. If we produce a web page using the highest monitor screen resolution setting, then the web page will be within the users monitor screen resolution that is set to a high resolution without scrolling page but someone who has a low screen resolution will see a very small webpage and possibly unable to read what is on the web page. So we select a happy medium to try to keep everyone happy. We do not have any control what screen resolution you have on your computer and monitor. To change your settings, refer to your owner’s manual or check in the Help Section of Windows or contact your nearest computer repair center.
Below is a chart from the stats that we use to determine what resolution we need to develop a web page.

This problem can happen on any web site at any time. It may be caused by several reasons.
